Ministry a failure, child advocate says

Victoria -- The British Columbia government is a poor parent to needy children, the province's child advocate said yesterday.

The Ministry for Children and Families created by the NDP government in 1996 has been plagued by consistent funding, staffing and structural problems, said Joyce Preston, B.C.'s Child, Youth and Family Advocate, in a special report. CP
