Rules set for child-beaterBy AP
SOUTH BEND, Ind. -- A mother caught on videotape beating her four-year-old daughter must undergo counselling and take classes in parenting and rage control before she can regain custody of the child.
Judge Peter Nemeth also ordered Madelyne Toogood yesterday to maintain stable housing, be in consistent contact with the state Office of Family and Children and regularly visit her daughter, Martha, now living with her maternal grandmother.
Toogood, 25, and her husband belong to a tribe of nomads called the Irish Travellers. They have been living in Indiana for about six months.
Toogood, who faces a battery to a child charge, surrendered to police last month after a surveillance videotape from a department store seen on newscasts around the world showing her repeatedly hitting and shaking her child.
